The mixed ownership reform of state-owned enterprises is one of the important elements in the ongoing restructuring of state-owned enterprises in China. In 2013, the Third Plenary Session of the 18th CPC Central Committee determined that the development of mixed ownership is an important direction for deepening the reform of state-owned enterprises. In 2020, the relevant authorities from SASAC reaffirmed that, in the ensuing three-year period, all relevant parties should continue to actively promote the program of SOE mixed ownership reform, and strengthen the cooperation with private enterprises and small and medium-sized enterprises. In the three-year period, more attention is to be paid to the state-owned capital investment companies, the enterprises invested by operating companies and commercial enterprises.
